Course Description:

 Effective leaders must be prepared to handle major crises and understand the psychology that is embedded in crisis-related events. Collaboration skills and the ability to build systems for information sharing are essential. The goal of this Collaborative Leadership in Homeland Security course is to provide homeland security leaders with high level critical thinking and collaborative leadership skills.

 

Collaborative Leadership is designed to empower Mid to High Level  local and state leaders to lead effectively during a crisis.

 

This training is designed primarily to serve the needs of state and local leaders, but will be open to private/faith based/NGO and federal agency applicants 2 weeks before the advertised application date, if space remains.

This free training is structured as a 5 week program: 4 weeks online, 1 week face-to-face. Attendees will receive a certificate, conferred by the University of Connecticut, after successful completion of the program.

  

Objectives

At the end of this course, participants will be able to:

 

Collaborate across jurisdictional lines to integrate their critical missions

 

Explain the physical and psychological impact of a crisis on individuals, including the potential adverse impact on crisis behavior and crisis response efficacy

 

Identify personal strengths in crisis situations and manage relationships before, during and after a crisis

 

Communicate across a wide array of communities and organizational structures, using their leadership skills

 

Develop a preparedness culture that will foster the partnerships necessary to share goals and align capabilities

 

Course Structure

Online Simulation, Phase I:  7-17 May 2012  

9 business days - daily online participation required.
This online simulation teaches participants how to address the continuing collaborative leadership challenges during a crisis, as well as crisis recovery skills. Teams of participants interact with a simulated real-world crisis via a unique, customized web-based communication system. The outcome is determined by each team’s efforts and decisions. The online simulation will run for nine business days. During the final two days, each team will write a brief wrap-up report as an example of its collaborative efforts.

Face-to-Face, Phase II:  (5 Days at the Wyoming Law Enforcement Academy)  21-25 May 2012

Collaborative Leadership in Crisis

This 2 ½ day session involves small group discussions, role-playing exercises, and case studies to cover such topics as modeling crisis leadership, the impact of crisis on individuals, crisis communication and crisis decision-making.

Collaborating Across Organizational Boundaries in Homeland Security

This 1 ½ day session uses a game simulation, case studies, videos, collaboration tools, and small group exercises to discuss overcoming barriers to collaborative leadership; illustrate key conditions that support collaboration; highlight characteristics of collaborative leaders; and implement change in a work environment.  

Systems Thinking in the Collaborative Homeland Security Environment

This 1 day session will use facilitated discussions and exercises to discover how a systems based approach to homeland security can enhance leadership skills and how to integrate these strategies, public policies and organizational constraints into each participant's agency or community.

On-Line Discussion, Phase III: 29 May -7 June

8 business days - daily online participation required
An instructor will facilitate online discussion topics, allowing participants to reflect on lessons learned; share insight with other cohort members; devise collaborative leadership strategies; and discuss current events in regards to collaboration

Participants can accommodate online discussions during their regular work schedule with occasional check-ins. Participation in online sessions is required to complete this course.

Accommodations:

Accommodations are the responsibility of the student and are not included in the course. Local Homeland Security grant funds may be available to reimburse travel and accommodations. Please contact your local Homeland Security Grant Manager for more information.

  About us:

Working together with the Wyoming Office of Homeland Security, the Wyoming Law Enforcement Academy operates the Wyoming Homeland Security Training program. The program is responsible for the facilitation of training management for all U.S. Department of Homeland Security, and FEMA training programs in Wyoming.

 

This program also maintains the Wyoming First Responder Training database and collects training records for all recognized first responder disciplines to maintain a current resource of responders. From the training database, qualified first responders are issued the Wyoming First Responder Identification card.
